First read the documentation on Tags and Groups.

The documentation on this topic is quite comprehensive in the CiviMail documentation, and you may be well served to read that first.

Fundamentally, there are three ways to drive mailing (from huge mailouts down to small scale mailings):

  1. Find a set of Contacts via any of the three search tools (specifically, Search > Find Contacts, Search > Advanced Search and Search > Search Builder) and select Email – schedule/send via CiviMail as the Actions. You will be able to send thousands of emails in the one mailout. You will be able to do your selection based on any of the attributes of a contact, including one or more Tags and including one or more Groups, so it is very comprehensive.
  2. Select Mailings > New Mailing and ensure that whatever group (or groups) that you will use (containing your chosen contacts) is of type Mailing List. You use this approach if you have already created such a mailing group. That group can be based on any of the attributes of a contact, including one or more Tags and including one or more Groups, so again it is very comprehensive. The difference is that you have carried out your selection activity in advance.
  3. Find a set of Contacts via any of the three search tools (specifically, Search > Find Contacts, Search > Advanced Search and Search > Search Builder) and select Email – send now (to 50 or less) (sic) as the Actions. You will be able to send (as it says) up to 50 emails and this operates much more like using any other mail system to send the one email to a number of recipients. This option is more restricted than 1 or 2 above as, for example, there is no ability to send a test email to yourself.
